Perhaps Bleach Purchases Should Require Background Checks & Waiting Periods?

An Alabama mother allegedly murdered her promiscuous daughter by forcing the daughter to drink this stuff. Sure it would be burdensome to require a background check for every bleach purchase, but wouldn't it be worth the cost if one child's life could be saved?
