WP: Filibuster a "Time-Honored Delaying Tactic"

The WP evokes history in defense of a Senatorial "filibuster." One problem though. The "filibuster" as it exists now is not the same filibuster of old. Formerly to sustain a filibuster, one needed to keep talking. (Remember Senator Strom Thurmond's record.) Not anymore. The burden in a filibuster has shifted from the obstructionists to the proponents.
